The Shipping Correspondents Association of Nigeria (SCAN) has issued a warning that the prolonged delays in renewing Nigeria’s port concession agreements are fostering significant uncertainty within the maritime sector. This situation poses considerable risks to ongoing investments, operational efficiency, and vital government revenue streams.
These concession agreements, predominantly established in 2006 following port reforms by the Nigerian Ports Authority, have commenced their expiration phase. Many of these contracts, which had terms ranging from 10 to 25 years, lapsed around 2021 and 2022.
Moses Ebosele, the president of SCAN, highlighted that the extended delay in renewing these crucial agreements is actively discouraging new investments in port infrastructure and technology. He explained that operators are facing a cloud of uncertainty regarding the future of their existing contracts.
“Port concessions are the backbone of efficiency and private sector participation in Nigeria’s maritime industry. Any delay in their renewal sends the wrong signal to both local and international investors who depend on policy consistency and contractual stability,” Ebosele stated.
Ebosele further noted that operators are increasingly hesitant to allocate financial resources for necessary upgrades amidst this prevailing uncertainty. This reluctance stems from the unclear future of their contractual arrangements.
“Operators are less inclined to commit resources when their contractual future is unclear. This stagnation directly affects productivity, turnaround time, and service delivery at our ports,” he added.
The uncertainty surrounding concession renewals also carries the risk of job losses and potential industrial tension across businesses reliant on port operations. Furthermore, any resulting inefficiencies at the ports could lead to an escalation in the cost of goods for Nigerian consumers.
“Our ports are critical gateways for trade. Any slowdown or inefficiency increases the cost of doing business, which is ultimately passed on to Nigerian consumers,” Ebosele emphasized.
SCAN is strongly urging the Federal Government to expedite the renewal process. The association believes this action is essential to restore investor confidence and maintain the stability of the nation's maritime logistics system.
