OpenAI has appointed Emmanuel Marill as its first Managing Director for Europe, the Middle East, and Africa (EMEA). This move marks a significant step in the company's regional expansion, occurring at a time of increasing political scrutiny regarding reliance on U.S.-based artificial intelligence providers.

Marill will lead operations across the EMEA region. He joins OpenAI from Airbnb, where he previously held a similar regional leadership position. His base will be in Paris, and he will report directly to Jason Kwon, OpenAI’s Chief Strategy Officer.

“As demand for ChatGPT and Codex continues to grow rapidly all over the world, we are investing significantly in our international leadership and operations,” Kwon stated. This expansion into Europe is taking place against a backdrop of rising resistance from policymakers and industry stakeholders concerned about digital sovereignty and dependence on American AI firms.

Concerns about digital sovereignty have bolstered support for local alternatives, such as Mistral AI, which is positioning itself as a European competitor to U.S. companies. OpenAI is also navigating uncertainties regarding its infrastructure strategy in the region. Earlier this month, the company paused its Stargate data centre project in the United Kingdom, citing regulatory and energy cost challenges.

In a related development, Microsoft, a key investor in OpenAI, has agreed to lease data centre capacity in Norway that was initially intended for the Stargate project. OpenAI has indicated that it is still exploring computing partnerships within Norway.
