FG Reviews $200bn Gas, Power, Rail Project Proposal

The Federal Government has inaugurated an inter-agency technical committee to review the credibility and feasibility of a proposed $200 billion integrated gas-powered high-speed rail project. The committee will evaluate the proposal submitted by a consortium led by De-Sadel Nigeria Limited in collaboration with China Liancai Petroleum Investment Holdings Limited.

Secretary to the Government of the Federation, George Akume, stated that the proposed project is envisioned as a multi-phase programme. It integrates gas development, power generation and transmission, alongside the construction of a nationwide high-speed rail network. The project is estimated at $200 billion.

The high-speed rail component will span approximately 4,000 kilometres on a dual-track system. It is intended to connect major cities, including Lagos, Abuja, Kano, and Port Harcourt. The rail network is expected to significantly reduce travel time between key economic hubs.

Mr. Akume emphasized that a project of this magnitude must be carefully evaluated to ensure it aligns with national priorities, is technically sound, financially viable, and fully compliant with Nigeria’s legal and regulatory frameworks. The committee's terms of reference include financial verification and proof of funds, as well as coordinated multi-agency verification of all submitted financial documents.

The committee will also review the financing model and evaluate the competence of the proposed technical partners. Furthermore, it will assess regulatory compliance, security risks, and governance arrangements for the proposed public-private partnership. The panel is expected to provide objective, evidence-based recommendations to guide government decision-making.

In a separate development, the Federal Government has awarded a N3.8 billion contract to construct a 2MW solar mini-grid at Aliko Dangote University of Science and Technology, Wudil, Kano State. This project is part of the Renewed Hope solarisation initiative targeting hospitals, tertiary institutions, and rural areas. The solar project is expected to be completed within three months.
