FCCPC Demands Stronger Consumer Safeguards for Lagos Electricity

The Federal Competition and Consumer Protection Commission (FCCPC) has urged for more robust consumer safeguards concerning electricity supply challenges within Lagos State. This initiative stems from the findings presented in the 2025 Lagos Electricity Market Report by the Lagos State Electricity Regulatory Commission (LASERC).

The LASERC report supports the enforcement of existing regulations for unmetered electricity supply and the phased implementation of universal smart metering across Lagos. The FCCPC has acknowledged these findings, which underscore the necessity for enhanced consumer protections, sustained infrastructure investment, and continuous improvements in service delivery.

Ondaje Ijagwu, FCCPC Director of Corporate Affairs, stated that the Commission has noted service delivery gaps, issues with complaint resolution performance, and electricity supply challenges affecting Lagos. The FCCPC also commended LASERC for its recent consumer-oriented reforms aimed at eradicating estimated billing within the Lagos electricity market.

Mr. Tunji Bello, Executive Vice Chairman and Chief Executive Officer of the FCCPC, highlighted that estimated billing remains a significant driver of consumer complaints in Nigeria's power sector. He emphasized that measures to accelerate metering and increase billing transparency are crucial for consumer protection and overall market accountability.

Bello advised that consumers must be shielded from unfair or unverifiable billing practices, especially when electricity consumption cannot be accurately measured. He stated that effective metering promotes fairness, accurate billing, reduces disputes, enhances accountability, and builds consumer confidence in the electricity system.

Furthermore, Bello encouraged other state electricity regulators and subnational governments to adopt similar consumer-focused reforms. These reforms should aim to expedite metering, improve service oversight, and mitigate disputes associated with estimated billing practices.
